Can they understand interest rates? Do they know how to budget? Are they familiar with basic financial concepts? While these are important indicators, they do not tell the full story.<\/p>\n\n\n\n<p>Many people who understand the basics of finance still hesitate when faced with real decisions. They delay taking action, avoid certain choices, or second-guess themselves even when they have the necessary knowledge. This raises an important question: if knowledge is there, what is missing?<\/p>\n\n\n\n<p>The answer is confidence.<\/p>\n\n\n\n<p>Financial confidence is not about knowing everything. It is about feeling capable of making decisions, even in uncertain or unfamiliar situations. It is the ability to act, not just to understand. In practice, this often makes the difference between those who move forward and those who remain stuck, despite having similar levels of knowledge.<\/p>\n\n\n\n<p>One reason financial confidence is difficult to build is that financial decisions rarely come with certainty. There is no guarantee that a choice will lead to a positive outcome. Markets change, circumstances shift, and unexpected events occur. This uncertainty can create hesitation, especially among those who fear making mistakes.<\/p>\n\n\n\n<p>At the same time, many people associate confidence with perfection &#8211; the idea that they need to fully understand every detail before taking action. In reality, this mindset can become a barrier. Waiting for complete certainty often leads to inaction, and missed opportunities become part of the long-term cost.<\/p>\n\n\n\n<p>Confidence, in this sense, is not about eliminating risk. It is about developing the ability to navigate it.<\/p>\n\n\n\n<p>Another important aspect is experience. Confidence grows not from theory, but from doing. Making small decisions, learning from outcomes, and gradually building familiarity with financial situations all contribute to a stronger sense of control. Without this experience, knowledge remains abstract and difficult to apply.<\/p>\n\n\n\n<p>This is why traditional approaches to financial education often fall short. By focusing primarily on information, they assume that confidence will follow naturally. But without opportunities to practice decision-making, individuals are left with knowledge they are not fully comfortable using.<\/p>\n\n\n\n<p>A more effective approach is to create learning environments where people can engage with realistic situations and test their judgment. When individuals can make decisions, see the consequences, and reflect on their choices, confidence begins to develop. Over time, this process reduces hesitation and builds a more proactive mindset.<\/p>\n\n\n\n<p>Within the FINMAN+ project, this idea is central. Scenario-based learning is used not only to improve understanding but also to strengthen confidence. By placing learners in situations that reflect real-life financial challenges &#8211; such as managing expenses, evaluating risks, or responding to unexpected events &#8211; they gain practical experience in a safe environment.<\/p>\n\n\n\n<p>This approach allows them to move beyond simply knowing what the \u201cright\u201d answer might be. Instead, they learn how to think through a situation, weigh options, and act with greater certainty.<\/p>\n\n\n\n<p>Financial confidence is not built overnight. It develops gradually, through repeated exposure to decisions and a willingness to engage with uncertainty. It is shaped by experience, reflection, and the ability to learn from both success and mistakes.<\/p>\n\n\n\n<p>In the end, financial literacy provides the foundation &#8211; but confidence is what turns knowledge into action.<\/p>\n\n\n\n<p>Because knowing what to do matters.
